Count Trix?

He was, several decades ago, a supervillain that was known as "The Mad Bomber". He is not just a mustache twirling villain, he is the mustache twirling villain. With a flair for the dramatic and all the skills of a classic villain and a not quite all there genius.

He...you see, was an aristocrat, yet was born with certain mental issues, he was often abused due to the fact he tended to be inattentive despite not intending to be and hearing voices and suffering from misunderstandings and downright cruel abuse from others around him despite having a happy childhood that made his abuse worse due to the trauma of it on him, so...when his family died and he obtained the fortune, he was now in all the power he felt he needed to carry out his revenge against the world...

So he decided to become like the supervillains he once thought were cool characters who did evil because evil. People saw them as thieves and kidnappers and killers, but he saw them as visionaries who were fighting the system who was setup against them to screw them over and saw that they were often victims of abuse much like him by so-called "good" people...

So he decided to blow them up, though because he found it, and became an inventor and a supervillain obsessed with destroying the city he lived in and blowing up buildings and terrorizing everyone for the lulz, which often dealing with the madness he was in.

So when a powerful superhero with incredible power appeared and fought him, he became obsessed with the hero. Why? The hero, despite his misdeeds, kept showing him mercy and just wanted him to stop hurting people. The Count couldn't understand this or why and just thought it was some sort of self-righteous pretentious, so became obsessed with trying to break the hero by terrorizing them, setting up traps, brainwashing and kidnapping their loved ones, and doing everything he could to make the hero fight back and kill him and to validate his views...but the hero didn't and keep refusing.

This went on for a while...until the hero died. Which left him without a purpose anymore...

And to make matters worse, he had run low on funds due to his countless operations that failed and produced no real results aside from a lot of broken lives and destroyed buildings and everyone pretty much hating him even more for his deeds.

Not to mention when new villains started to arise because of the destruction of the countless fighting that allowed them to get huge support and allowed them to do very terrible and cruel things to others...

He saw in them that they were going far too far. He had only destroyed things to get revenge. They did it to send a message without any real reason. He had only kidnapped and tried to brainwash the hero's love interest because he wanted the hero's attention and to have her as his wife, yet they would brainwash anyone they could including other others to sell as slaves and make them victims of incredible abuse. He had done what he did because he wasn't stable in the head, yet they had everything and did it freely for their own gain.

In truth, he never liked working with other villains anyway. They had regarded him as a failure anyway and many of them wanted to operate freely and to obtain what they wanted, and having an unstable man blow up buildings including their businesses and constantly endanger the city that would mean they couldn't operate themselves freely was not something they welcomed or admired nor cared for and they hated him for his deeds. And...the newer villains these days? They regarded him as a joke and a relic of the past who was too old and too stupid to do anything well and believed he was the most incompetent idiot ever who kept holding back from what needed to be done...since the Mad Bomber will often spare the hero because he wanted to make things dramatic or because the hero didn't show up or managed to beat him easily time and time again, when to the new villains, he should have just straight up kill the old hero and be an actual professional instead of being like a cartoon.

Because of this...he quietly turned himself in to an asylum for the criminally insane...only for the new villains to do awful deeds to many people and for them to be implicated in very horrific deeds that reminded him of the abuse he endured.

Which is why he left the Asylum by escaping by a good plan, and then decided...he would update his look and would re-invent himself. The years might have been unkind and he might be in his 50's now, but...if he could become a hero and stop them, he would do it, and he would do what he thought would be the like the glory days of old school supervillainry and heroics and he would use his skills to do what he could to stop them all and to clean up the city. If people still disliked him, it was okay. If people tried to kill him, it was okay. If he failed or succeeded, he didn't care. He wanted his new actions and new name, Count Trix, to be his legacy and his gift to a world that he once, in the past, had terrorized, and he wanted to protect others because he couldn't stand the abuse of evil towards the innocent like himself.

His reason? He kept thinking back to that old hero, what he said, what he did, how he would not kill him but take him to jail, and what he had been taught. With that hero gone, he kept thinking about it, and...he...wanted to do better for him. To live out the legacy of the hero that had not been cruel or unkind to him but had spared him and only wanted to truly help people.

He didn't care if this didn't make up for his sins, for how could it make up for it? But he didn't want to go down in history as just another crook and isn't content with being a has-been forgotten relic meant to just disappear and be forgotten.

Black Magic Bat

Magical Lust Element. Inflicts poison. 3 damage. 3 MP cost.

Blind Passion

Physical Lust Element. Inflicts blind. 1 damage.
Techniques-

Mad Bomber: Throws cartoon bombs that explode. He will sometimes used timed ones. They are patented so they can't have their fuse cut or be put out with water.

Whammy Whacker: Summons a cartoon hammer to smash an enemy in the head. Good for stunning and hits with a force of important impact

Special Poison Bombs: Looks like his standard bombs, but use poison gases that can do things like inflict paralysis, send out sleeping gas, poison people, create smokescreens, and cause hallucinations.

Lucky Punch!: Summons a cartoon boxing glove launcher that moves with great force from long range. It has an iron plate in the glove to deal massive damage, though it's only as effective as it's aim and how far it can reach.

Flash Bomb: Throws right for the opponent's eyes to blind them to mount another attack while disabling their vision, or merely to make a quick escape.

Mustache-Twirlin' Cane: He made this as a joke once in regards to his villainry, but he since modified it to have a bunch of hidden features and weapons to deal with enemies. Not only that, it is made of solid one piece of iron so he will use it to block enemies, and strike them with a blade on the end on it that explodes on impact with their body, and uses the clubbing end to disable their knees or strike at their hands.

Throw Balos: A patented technique in which he throws a balos that can disable the opponent's limbs. They were made to handle those with high levels of super strength by returning their kinetic force back upon them as they struggle against it.

Monocle: Has the ability to use several vision based abilities such as X-ray and Inferred, and also can shoot laser beams if needed, and has mind control functions.

Powder: Just some random power designed to condense into a thick smoke which is ideal for close range combat and being able to blind enemies when thrown at them.

Electric Touch: His gloves have this to deliver a nasty electric shock that not only can disable machines not built to handle it, but also give him a bit of an edge should he be disarmed and to be able to deliver a way to make enemies collapse. Has the normal force of a high powered stun gun, but can be modded for higher settings if need be.

Marble Mines: Special marbles he will throw on the floor that look like toys but will explode and send up a smoke screen.

Invisible Wire: Used with a lot of his weapons. His favorite is putting them in bombs because it can confuse people with smoke screens, though also will use it with guns as well.

Hat Propeller: His method of flying and a way of quick escape, often covered up with smoke bombs. As quite agile and ca turn rapidly and quickly without stopping.

Spring heels: His often uses this to mod his jumps. They also give him a strong kick that can push back an opponent with force, or be used to deliver a hard bouncing hit from walls.

Battle Ready Mech-Tie: A bow-tie, because bow ties are cool. Which can also be used to activate a modified and highly tested battle mech meant to give him near-impenetrable armor with super strength that has many gadgets and weapons itself and lots of guns and bombs. Only used in emergencies against high-tier opponents, though it's not indestructible.

And a few more, maybe.

His weakness? He's not mentally all there and despite his gear and technical genius, he's still a human being and thus just as vulnerable to whatever human beings are.

Gotta admit, villain-turned-hero is always a nice change of pace.
